necessary for the work of maintenance and alteration of aircraft in reference to the recognition and for the inspection to be performed to ensure the safe operation of the said aircraft;
b)Workshop having appropriate area, equipment for temperature and humidity control, lighting equipment and other equipment necessary for the work of maintenance or alteration of aircraft in reference to the recognition and for the inspection to be performed to ensure the safe operation of the said aircraft;
c)Adequate storage facilities to maintain an inventory of materials, parts, components, etc. necessary for performing the repair or alteration of aircraft in reference to recognition;
(2)Following personnel shall be made available:
(a)Personnel necessary for the planning and work of maintenance or alteration of aircraft in reference to recognition and for the inspection to be performed to ensure the safe operation of the said aircraft;
(b)Any person having experience of not less than 18 months pertinent to the work or inspection under (a) and having an appropriate airman certificate or any person recognized by the Minister of Transport as having the ability not less than the levels as mentioned above to directly supervise the said work and/or the said inspection;
(c)Any person listed in the following (。) or (「) or recognized by the Minister of Transport as having the ability not less than the level as listed below and selected in order to establish confirmation of the provisions of Article 19-(2) paragraph 1 in accordance with the provisions of Article 32-(11) by an authorized person. (hereinafter referred to as (“Chief Inspector”).
(。) Any person who has the airman certification as an aircraft factory
mechanic with the qualification corresponding to the scope of maintenance or alteration within the scope of the specifications under the provisions of Article 32-
(8)and who has practical experience of not less than three years with respect to the manufacture, repair or alteration of aircraft at the said business premises;
(「) Any person who has graduated from a university so defined by the School Education Law or Former University Ordinance, a college under the Former College Ordinance or a school designated by the Minister of Transport, who has recognized it's standard to be at minimum on par with those mentioned above, after completion of the necessary mechanical engineering courses with regards to machines. Such person must also have no less than three years experience, if graduated from university (except the graduate of junior college under Article 109 of the Supplement to the School Education Law or Former University Ordinance, and no less than five years experience if graduated from other institutions, with respect to the manufacture, maintenance or alteration of aircraft at the said business premises.
(3)The inspection system in compliance with the following standard shall
be established;
a)The system relating to the acceptance, intermediate and final
